This role is based in the Finance and Commerce Services Directorate and reports to Andrew Blake Herbert, Group Director Finance and Commerce.

The Internal Shared Services Programme is a programme that focuses on bringing together 11 support services across the Council ranging from HR and Procurement to Finance and IT. The aim of the programme is to reduce bureaucracy, increase efficiency and improve support services to our customers and staff. The programme has already started with the roll out of the Enterprise Resource Management (ERP) project in partnership with Capgemini that includes:-
  • Implementation of Oracle ERP.
  • Business Process Re-engineering for Payroll, procurement, HR and finance.
  • Implementing Phase 1 of a Shared Services model that brings together the services, systems, processes and staff.
  • Further phases of the programme to span other support services will be identified and delivered as part of the programme and in conjunction with the other transformation programmes and the corporate objectives and vision. This is an exciting programme that works across Havering to ensure more efficient support services to our staff, partners and community.

Immediate priorities for the post-holder include:
  • Programme initiation including effective communications.
  • Resource planning.
  • Benefits management.
  • Risk management.
Medium term priorities include:
  • Go live for ERP.
  • Transition of services to central shared service.
  • Phase I benefit realisation.
Success indicators/criteria after 1 year
  • Identified efficiencies and benefits delivered.
  • Elimination of bureaucracy.
  • Effective Phase II commencement.
  • Post implementation review of Phase I.
